Free Access to Information Owned by Bodies of Authorities in the Republic of Serbia
Dear colleagues,
Within the project “Free Access to Information Owned by Bodies of Authorities in the Republic of Serbia”, conducted by the Fund for an Open Society, ProConcept was entrusted with the task of conducting a brief field research which should provide six organisations, local partners for the Fund in the process of monitoring the implementation of the Law on Free Access to Information, that is expected to be adopted soon.
In order to participate in the tender for partners to the Fund, you are required to fill the questionnaire enclosed and e-mail it to proconcept@sbb.co.yu , by 17:00 hours, Wednesday, October 13th, 2004. Only the questionnaires sent by e-mail by the designated time will be taken into consideration.
The research will be conducted in three phases:
- Within the first phase, 60 NGOs were selected from all over Serbia. The selection was made on the basis of their activities so far and in accordance with territorial (regional) principle;
- Second phase is the selection of 20 out of 60 organisations, based upon the results obtained from the questionnaires enclosed;
- Within the third phase, and based upon the interviews made with the representatives of 20 selected organisations, six organisations will be selected to be engaged in the project.
Organisations can apply individually or in coalition with other non-governmental organisations from the same or neighbouring towns.
If the organisations are applying as a coalition, they are obliged to provide the list of members and the agreement on co-operation, signed by all members of the coalition. In such case, you will provide data on the organisation chosen to represent the coalition by the agreement.
As the project will encompass conducting the monitoring in six towns/municipalities, the partner organisations/coalitions will be obliged to monitor the implementation of the Law in those respective towns/municipalities. Apart from those six municipalities and based upon the set criteria, another four municipalities from the region will be selected where the monitoring process will also be conducted.
When filling the questionnaire, please write only in the respectfully designated fields. To move from one question to the other, use cursor keys or tab key on your keyboard. For questions 9-13, 15-21 and 24, answers are offered in form of dropdown menus – select the answer by placing the pointer to the right answer and clicking the left mouse button. For questions 13a, 17a, 22 and 23, we have provided several answers that are not mutually exclusive. Answer these questions by left clicking the box next to the selected answer. The number of characters is not limited, except in the space where you write your phone or fax numbers.
Shortlisted organisations will be notified on Monday, October 18th, 2004, while the list will be available on the same day at the web site www.proconcept.to. Non-shortlisted organisations will not be informed separately.
Interviews with the representatives of the 20 selected organisations/coalitions will be held between October 20th and 27th, while the final results will be released on October 29th.
