I Results
Taking into consideration previous activities of organisations, their professional and technical capacities, quality of contacts with local authorities and the media, as well as relations with other NGOs in the surrounding, in compliance with the principle of support to development and strengthening of non-governmental organisations, ProConcept recommended as partners to the Fund for an Open Society in realisation of the project “Free Access To Information Owned By Bodies of Authorities In The Republic Of Serbia” the following organisations:

Civic Council of the Municipality of Kraljevo, Kraljevo;

Forum Iuris, Novi Sad;

Centre for Civil Education, Vrsac;

Resource Centre Negotin, Negotin;

Toplica Centre for Democracy and Human Rights, Prokuplje.
II Criteria for Selection of Partner Organisations

Previous organisations’ activities – evaluation of previous activities involved assessment of projects realised by organisations. Particular attention was paid to the projects involving direct contacts with the citizens, as well as the projects comprising elements of work on campaigns, addressing the target group either directly or through the media.

Contacts with local authorities – realisation of the project on accessibility of information of public significance inevitably involves co-operation with the bodies of local authorities. Evaluation of NGOs’ capacities in this area involved both the analysis of previous co-operation with the local authorities as well as the analysis of expected co-operation in the municipalities where change of power occurred following the past elections. Within this process, evaluation was also made of the organisations’ co-operation with the local administration bodies in the region in which the organisations are active.

Co-operation with local media – since successful realisation of this project also requires media support, relations with local media were particularly considered. This process involved both previous co-operation as well as attitude of the media towards the organisations. This evaluation also involved rating of local media within the region, as well as relations of the organisations with correspondents of the national media.

Relations with other NGOs in the region – since the project will be conducted in several municipalities in which the organisation is active, co-operation with local NGOs in the region was also considered as an indicator of organisations’ capacities for project implementation.
